AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the PVV.
The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
